Serrated Claw is a vestige, unlocking the Imaru's Talon, dropped by Imaru. A vicious claw once belonging to Imaru, which was used to try and rip you apart more than a few times. Perhaps you could learn something from it.
In order to obtain the Serrated Claw, you can defeat Imaru (10% drop chance) or search world chests.
