Cloying Damp Cowl is a vestige, unlocking the Shadowscale Hood, dropped by Skeletal Archer. The ancient remnants of some sort of armour. Perhaps you could learn something from it.
In order to obtain the Cloying Damp Cowl, you can defeat Skeletal Archer (1% drop chance) or search world chests.
